Do you have a backup created either on iCloud or on your computer?

Sync Through iCloud:

On Both iPhones, Enable all items in iCloud. See if it then works.

I. Accessing iCloud On an iPhone:

1. Go to: Settings
2. Tap: Your Name (Top Item)
3. Tap: iCloud
4. Tap: an item (so that is it green)
5. Enable: [the item]

Doesn't really matter if there's a SIM card as long as both phones have been activated and are working.
