When I open Photos, The top menu bar appears but there is no viewer window. Quitting photos and re-opening doesn't fix it, and doing the same with the option key held down doesn't either. Restarting computer doesn't either.
Any suggestions?

First thing I would try would be to restart in safe mode, and then try.

Safe mode will clear temporary files and caches, and sometimes fixes odd glitches such as this.
(It will take longer to start in safe mode than a normal start)
