How can I completely shut down an open app or all open apps on iPad Pro?

You need to swipe the app up again so it disappears off the screen: https://support.apple.com/en-au/HT212063

For my iPad Pro, when I swipe up to show the bar thing, I swipe up again for the multiple app windows to appear.
Swiping up an app on iPad Pro does not shut it down. It seems to only minimize it.
