Why won't my "New" iPhone 13 pro max flip from vertical to horizontal. Its not locked. I checked.

In all situations or just in some? The home screen cannot flip. Not all apps can flip. to be certain it's not locked, you have swiped from the upper right hand corner to open Control Center and the orientation lock is NOT red?
This phone has had issues on and off since I got it. First it was REALLY slow. Then it kept dropping off wifi. (still doesn't work in some rooms of my house, sometimes when I am standing In FRONT of the MESH system secondary transceiver) wouldn't connect to Youtube, now it does, but when opening twitter notifications. it always gives an error message and a back arrow so I have to hit that back arrow to see the notification. I was hoping the updates would resolve this and sluggishness and wifi problems seemed to be fixed. But this horizontal thing is frustrating. I bought a new case whose kickstand only works in horizontal and can't us it at all. At first I thought the case may have been interfering with something(???) So I took it off. Still not rotating. Beginning to regret this phone purchase.
First, make sure orientation lock is off. Next open either the Calculator or Photos apps. Rotate the phone. Does the screen rotate in either of these apps? If it does, rotation is working, and you are just experiencing that some apps (and the Home screen) don’t rotate. If the Calculator or Photos don’t rotate make an appointment for a hardware repair.
If you mean on the home screen, you are correct it doesn't do that.
If you mean inside an app, some apps don't allow it.
All situations. It was Ok when I first got it. This just started.
