When searching on a 1phone 11 for apps in the drop down and it says view app but I never have purchased it why is that?

Get or View means your have not actually bought or download them (if they are free). Get is correct in this case.
For Apps you have installed on your device it should say Open.
For Apps you bought or downloaded to your device but have deleted, they will have a cloud icon instead.
