Okay, finally. It will work while on the Lock Screen if this option is enabled. Apparently I disabled the option on the Mac I was on.
Sorry. Apparently that won't work. It won't enable Mouse Keys while on the Lock Screen so it won't disable them.
Enabled mouse keys now cant use keyboard to unlock Mac
