It's been more than 2 hours new iPhone13 has been installing IOS 15.3.1 update before allowing transfer from old phone. I'm on wifi. How long should this normally take?

Ok solved it myself - it wasn't downloading, stuck spinning on Install Now - I re-set phone back to factory settings and chose to set up manually and download later from cloud instead of direct transfer from old phone, this allowed me to quickly transfer and set up my apple id and apple pay on new phone. Once I did that IOS 15.3.1 install took 10 minutes. I think the problem was not having the apple id on new phone to authorize the IOS update download.

That will depend largely on the speed of your Internet connection.
