iMessage not allowing phone number to send i Message

New iPhone 13 Pro. Ported number from ATT to Verizon yesterday along with 2 other lines. We are having an issue with iMessage on the one line. We were getting an error that iMessage could not finish setting up. It would take you to iMessage setting to finish setup. But, when there, we cannot choose to use the phone number to send and receive iMessage. It will let us select the Apple ID email for this user. The number is listed as one of the options, but we cant choose it. Suggestions?
