Can the Time Machine function of retrieving a document or moment be duplicated with an iCloud back-up?

Can the Time Machine function of retrieving a document or moment be duplicated with an iCloud back-up? Was told I can back-up to the iCloud but how can I enter the Time Machine on the iCloud??? I was told at the Apple Store today that it's the same as a Time Machine on the iCloud. Am I misunderstanding?

It's not the same as Time Machine; it' s syncing service and if you delete something from your Mac it also deletes from iCloud.

Apple offers iCloud Backup for iPhones and iPads but not for Mac computers.

It is possible to sync data from a Mac to iCloud if you turn on those options (e.g., iCloud Photos, iCloud Drive including the Desktop & Documents option). Syncing has some of the benefits of a backup (and the benefit of being offsite) but is not the same as a backup. Major differences include the fact that not everything on your Mac can be synced and the fact that if you delete something, accidentally or otherwise, there is only a limited time period (30 days in most cases) during which it can be recovered.

Thank you so much for the confirmation. It was as I suspected and have been using the iCloud for. But today, at the Apple Store I was told that I can back up the MacBook Air to the iCloud. Actually it's my husband's computer and my own is being backed up using Time Machine to an external drive. We were also told that my 2TB Western Digital Passport for Mac is incompatible with Monterey iOS 12.2.1. That confused me because it is exactly what I've been using for my Time Machine. Thanks again for your clarification.
