Photos that I delete from my phone won't delete from my Icloud?

I have has this issue for years and throughout my generations of Iphones.

When I delete a photo from my phone, it does not delete from my icloud? Why not? I have looked up and down in the settings. Unconnected them and connected them again and again. Is there something that I am missing? I have gone though the apple website support but there is nothing that supports my question. What should I do next?

Please don't send me an apple link unless it had the answer.

Any restrictions set up in the settings for screen time?

Did you try to log out of iCloud on your phone completely and log in again after a force restart?

Force restart iPhone - Apple Support

To rule out a software issue, could set your phone back to factory settings, using your computer.

Then set it up manually, without using the backup see if iCloud Photos works again as expected.

Thanks for you response.

Yes, I can see the photo in my photo app in my icloud photo account when I am on my laptop.

No, when I delete a photo in the icloud account it Stays on my phone.

I have tried multiple ways to make sure I wasn't tripping.

I've deleted a photo from my Iphone and then will see it is still on my icloud account.
I've deleted a photo from my Icloud account and it will still be on my iphone.

However, when I delete a photo from my photo app on my laptop, it does delete from my Icloud account and vise versa. So they are connect but they are not connected to my phone strangely when it comes to deleting things.

*My Laptop is an apple product.*

Good news: I still have all my photos on my icloud account.

Bad News: I have 0 photos on my phone.

Trial run:

I took a photo. It uploaded to my icloud account. then I deleted the photo from my phone and is says "this photo will delete from your icloud and all devices." When i click yes. wait 2 minutes, then go to my photo app on laptop and icloud, the photo is still there taunting me.

I appreciate you time and support. I am all ears to any other suggestions because this has been kick my butt for sometime now.
