Update failed

In my, iPhone appears a message "Mobile Data update Failed, your IPhone cannot make and receive calls or access mobile data until it has been updated". I try everything, first to update Iphone (and Iphone is up to date), to reset IPhone, to reset the network, to manage Icloud space, to phone focus mode off, to go to airplane mode, and back, and is still the same thing. How to resolve this problem? Thanks

Try first to optimize the range of the mobile network, see this Apple article:
