how to reconnect apple music app to my music library?

Apple music app is unable to find my music, neither downloads nor ripped CDs

When you start Music (or iTunes), hold down the option key and then search for your music library. If you find it, set that location as the default. The default location for a Music library in Catalina and later is ~/Music/Music with the media files consolidated into ~/Music/Music/Media. Prior to that, the default location is ~/iTunes/Music.
