iCloud.com

Supposedly I am backing up all of my apps on iCloud but when I go to iCloud.com it only shows 11

apps not all of which I have asked to be backed up.

You will not see apps backed up in iCloud. Your iCloud backup contains information about which apps you have purchased and installed. Should you need to recover your device, it will use this information to download the appropriate apps (if still in the App Store) to your device.
