Bought a used mini 2 and Owner never unlinked From find my i phone app and was unable to contact the original owner to fix issue. So need to find a way to get past Apple ID and password that were used on it previously

Then the ipad is useless if you can't contact the previous owner so he/she can remove the activation lock. How to remove Activation Lock - Apple Support
