Question about Speech Text

My question to ask on here would be, is there a way to obtain and add different languages such as for my instances, Laotian to be switched to for Speech in the settings, I understand that there was a language for Thai but that was not the language I wanted.

Can other language such as Laotian get added to an iPhone? I wanted to ask if it was possible for me to add a language such as Laotian onto an iPhone, specifically my parents or if Apple could add it instead, Thai is the closest to Laos but isn't favored in my household.

Text message language won't change? I added Spanish as a second language to use with a language learning app (now deleted), also got a variation Espacio despite not adding it somehow.... Have changed back to English only on main settings as the 'voice to text' on text messages was always defaulting to Spanish or Espacio when I tried to do messages in English by voice... Despite changing main setting, text messenger language still defaults randomly to same 3 languages?
