I cannot log into old Apple ID

I have been trying to log into my last Apple ID before this new one because I lost my other phone before this phone, so now I am trying to log into my account but since I’ve lost my other phone and I do not remember my old phone number I cannot log into that account anymore. I’ve tried everything from asking everyone who could possibly have that old number so I can fix my account but no one has that number. I tried to forget password but I still have to do a 2 factory verification code and now I do not know what to do.
