Several voice memos I've recorded have disappeared

Several voice memos I've recorded have disappeared. I did not delete them: my phone had no "recently deleted" folder until I made a test recording and deleted it to create the folder. I've checked that the Voice Memos app is linked to iCloud. What's going on?

You may be using another Apple ID. Every Apple ID is related to a single iCloud account.
