iPhone 13 problem with safari

For the past several months, I frequently receive message that " cannot connect to the server because it cannot be found". I have followed the suggestions previously made such as clearing Safari history; restarting phone. The only reliable solution is to force a restart of the phone. But this is happening way too often - making my phone unreliable. Any permanent solutions? Should I do a factory reset??
