How can you add Safari browser to iPhone desktop?

If you mean the Home screen, it is there by default when you set up the phone, but if it got lost go to the App Library, put your finger on Safari and drag it to wherever you want it.
If you want it in the dock (the strip on the bottom that appears on every Home screen page), move an icon out of the Dock first to make room for it.

Thanks but this is a 6s, Siri says there's no App Library. Argh.

If it is a 6S you can update to iOS 15, which has the App Library.
if it is an iPhone 6 (no “S”) with iOS 12.5.5 then safari is somewhere on your phone; it can’t be deleted.
