And you also run into Activation Lock. Buying used iOS based devices is risky and unless it was prepared properly for a new user, will eventually lock, which is what you've experienced. Unless you know the Apple ID and Password used to set up the device, you've wasted your money and you, nor anyone can use the iPad. Either get whoever you bought the device from to remove the lock, get your money back or recycle the device. Apple will NOT help you, nor can we.

I bought a used I Pad 4 , and was able to set up my Apple ID on it, used it OK for a few day.

I was going to give it to my friend, reset it, and deleted from my I Cloud my devices.

When I wanted to sign it again, using my same Apple ID & Password, to show my friend, it kept saying INCORRECT APPLE ID OR PASSWORD.

Even though I turned off for a day, and tried again..... same error.

Based on the facts you provided, you cant.

Only the owner who applied the activation lock can remove it.
