Camera Not Listed In Sec. & Priv !

My son is using a 15" 2010 MacBook Pro A1286, OS 10.13.6. My understanding is that 10.13.6 is the highest upgrade it can handle. The camera has been working fine, until now. I don't know what has changed but the camera no longer works "...not connected." In System Preferences>Security & Privacy>Privacy, Camera isn't an available option in the left side column. Where'd it go? I have unlocked S&P to make changes yet it still isn't an available option.

My son has been using this computer to Zoom and FaceTime for the past 2 years and never had this happen. He would like to continue Ft'ing and Zooming. What's the solution?
