If you have your own unique Apple ID, the storage space is yours and is not shared with anyone else. If you are part of Family sharing, the total iCloud storage may be shared within that group, but everyone still gets their own space. Think of it as a filing cabinet where everyone gets their own drawer. For more info, see:

Even in that case, a family member can choose to switch to the family storage plan or keep their own and still remain part of the family.
