I have family sharing but can’t seem to share the purchases I’ve made between devices in Toca Life world.

Why can’t I share purchases made on different iPads in Toca Life world? I have family sharing.

iPad Pro, iPadOS 15

Family Sharing generally doesn't apply to in-app purchases.
