Safari is not the browser any more on this device. How can it be reinstalled?

Did you check application folder or Launchpad.
If you see Safari click it to "Open".
When Safari opens in the Dock, click on it and choose options and then "Keep in Dock".
If it is not in Launchpad, you have to reinstall macOS.

before installing. Make a backup please.
