I've seen this question before, but with no helpful answer: I have notifications on, no forwarding, and sometimes get my sound notification of incomng text message, but other times, from the same sender, get no sound.

If you have Apple Watch then the sound you will get is only either on iPhone or Watch not on both.
If you are sharing your Apple ID on other devices and with others. then the same may be being read on the other devices.
Please check your DND/Focus Status too.
