How to access the iCloud email if you don’t know the password

I’m trying to reset my husband iCloud password, but apple keep saying, we will send info to @icloud.com, how I can’t have access to the email

The primary Apple ID address ,its password and rescue mail address and its password should never be same .

The Apple ID signed in iPhone is set with another mail services say example1@gmail.com

It depends what correct credentials do you have for the account .
