Why is cmd-f2 or cmd-fn-f2 not working on iMac 2011 (MacOS Sierra) ?
Im trying to use the iMac as display for a windows laptop but the target display mode doesn’t work. Any help?

It does not work because Target Display Mode and 2011 iMacs does not support Windows computers.
A few 27-inch iMacs from 2009 and 2010 would work with non-Apple device but was hit and miss. The quick history:
1) Users, not Apple, accidentally discovered that a limited number of 2009 and 2010 27-inch iMacs would work with some non-Apple products. Not a "sure thing."
2) Apple never intended, documented nor supported this "happenstance."
3) That quirk of video hardware stopped when the 2011 models appeared. NOTHING newer even accidentally supported non-Apple devices through Target Display Mode.
4) People are spending a lot of money on unusable cables and adapters based on misinformation ("fake news") posted on other web sites. If you wasted money because of bad advice on a non-Apple web site, you have a legitimate complaint with that web site.
5) There is probably more spurious information on the internet about Target Display Mode than there is about the Loch Ness monster and a flat Earth. TDM has been incorrectly attributed as doing everything from supporting any video device to parting the Red Sea.
