IOS notification strange behavior

I have had this issue across different iPhones I have owned. New notifications pop up immediately after dismissing one from the same app.

For example: I have a notification from AP News. After I swipe to clear it from Notification Center, the notification goes away and several other notifications from the same app immediately appear like they just came through. This happens with any app that I get many notifications from.

Is this expected behavior? Is there anyway to make it so all the notifications appear from the beginning? This is just a small annoyance that has been chipping away at me for years. Thanks.

I believe that once you clear the current notifications, past notifications appear in its place that were stored deeper in the Notification Center. I have also experienced this.
