Because the M1 chip is different architecture and instruction set than the Intel chip. Microsoft has not released an ARM version of Windows that may run on a M1 chip to the public other than as a developer's version.

You can try using the UTM app to install the Intel version of Windows. UTM is a GUI wrapper around the QEMU app which is a free open source project providing a machine virtualizer and emulator. QEMU has been around for at least 20 years I believe.
