Backing up iPhone/iPad backups on iCloud

Backing up iPhone/iPad backups on iCloud

is it possible to make a copy of the back up files located in iCloud from your iPhone or iPad automatic backups? I would like to copy those files to move them to an alternate hard drive and then if I need to restore from them I would move/copy them back to iCloud for that purpose.

I already have 2 TB of storage available on OneDrive through my office 365 subscription and do not want to have to pay more for additional storage on iCloud.

No. But you can create backups directly on a computer (Mac or PC) using iTunes or Finder and move those anywhere you want to.
