setting up ipad with two factor authentication

I'm trying to set up an ipad with two factor authentication... however there is no other device connected to it or its phone number/icloud or anything. It's the original. In order for me to set up the phone number that is assigned to the ipad in messages or facetime I have to get a verification code... but I can't get the code because it's not set up because I can't set it up without a code. I'm totally lost here.

:(

Have you followed the instructions in Two-factor authentication for Apple ID?

You will need to have a trusted phone number as part of your Apple ID to set up two factor authentication. It is likely that you already have one for your Apple ID but if not you can add one. Update your trusted phone number on your Apple ID account page (within the page linked above) shows you how:

Update your trusted phone number on your Apple ID account page

  1. Go to appleid.apple.com.
  2. Sign in with your Apple ID.
  3. Go to the Security section and click Edit.

If you want to add a phone number, click Add a Trusted Phone Number and enter the phone number. Choose to verify the number with a text message or automated phone call, and click Continue. To remove a trusted phone number, click  next to the phone number you want to remove.
