My apple id got locked. I've reset the password and the new password works in a browser but it won't work in the iPhone itself. The iPhone still says its locked and it needs a password reset. I've also tried restarting the device but it doesn't work. You can't sign out without using a password because of Find My Phone, but again the new password doesn't work in the iPhone so it can't sign out the current apple id of the device as well.
Have you tried using the old password to log out?
If you have changed your password, have you followed the steps in this article? Make sure you turn of Find My Phone before signing out of the old ID. Once signed out and Find My Phone is off, then sign in with the new ID, then turn Find My Phone back on.

I can’t turn off Find my Phone because that needs password and any password (old or the new one) entered will just result in the message :”Your Apple ID has been locked for security reasons. Verify your identity to unlock.” And will take you to the place to confirm some verification codes and reset your password, which I’ve done 3 times and every time it says password changed successfully, which is true since it logs in to the account from the browser with the new password but has no effect in the iPhone itself.
And the steps in those articles can’t be performed since the account is locked and it won’t allow me to log out of any services or log in with different account for those services. I can, however, use the new password in the App Store to download apps.
