Connect it to a Wi-Fi. If already connected to Wi-Fi, try a different one.
Connect the device to power source
Lock the device
If still not working, make sure iCloud backup is turned on in settings (Settings-Name-iCloud-iCloud backup)
Check if iCloud has enough free space
