The section Purchased apps in the App Store app shows which apps have been ‘purchased’ (downloaded) previously (including free/​subscription apps) on the currently active Apple ID account for the App Store. The Netflix subscription is separate from that, and is handled/​administrated in-app and on their site with Netflix directly.

If there are multiple accounts on this Apple TV device, then switch to the wanted user for app downloads, as the Purchased apps list reflects the currently active user.

If the Netflix app hasn’t been downloaded on the active account on this device, then you can initiate a new download. Find apps in the Apple TV App Store - Apple Support

If the Netflix app has already been downloaded on this device, then you may use that.

If you want to download a fresh copy of the Netflix app linked to a different user account, then delete the prior version first.

Logging in to Netflix is not associated with what is listed for Purchased apps. Logging in does need the presence of a downloaded copy of Netflix app on that device.

The Netflix app allows for one Netflix subscriber account, but allows for multiple user profiles.
