I can't access an Excel file

Excel is not a feature. It is a stand alone application from Microsoft. It is not a free app, and as such requires a purchase or a subscription. to Microsoft's 365 service to get.

You can, if you want, download Apple's own Numbers application from the Mac App Store. It can open and convert Excel files.

Why are you trying to convert it? What are you trying to convert it to? Just use Excel to open it.

You could try using LibreOffice if you don't have Excel.
