Can I connect the superdrive to my Mac Mini M1 using a USB 2 to USB 3 adapter ?

Yes, USB-A devices like a SuperDrive can be connected using a USB-A to USB-C adapter. In fact that is a better option, than trying to connect it to a USB-A hub.
