Series 7 GPS Watch won’t pair

iPhone says it needs new iOS version to pair Apple Watch, but new version is installed on iPhone to latest version?

What troubleshooting steps have you tried?.

What errror messages are you receiving?.

Has this watch ever been paired to another phone?(Very important).

I have a Pro Max 11 iPhone with the latest 15.4.1 iOS version. I upgraded my old Apple Watch to a newer series 7 with gos and it keeps giving me a notice (error) on my phone it needs a newer version of iOS installed?
