How to unlock iPad?

I found a ipad in the trash and it has the old person icloud account and i can't remove it from the ipad its stuck

The device belongs to other person , you can report to local law enforcement If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support

The activation lock can't be opened by you Activation Lock for iPhone, iPad, and iPod touch - Apple Support

Also mail address is visible , please mail them and they will resend the mail to you exchange contacts details and please handover their precious device to them .
