I got given a iPhone from someone I can’t contact anymore. I restored it because I did not know the password but it asks for a Apple ID in the process of setting it back up and I don’t know the previous owners ID and I can’t contact them. What do I do?

The previous owner has to remove the lock. You can't do it.
