Language Change on Apps
If you change the language on your phone does the language change on all app on the phone or is that a function of the app designer?

Both. It will change the language on the phone and it will change the language for all apps that support the desired language. If an app does not support the language you want to use, the operating system will try to guess what language it should use based on your region. Most apps support English so that is likely going to be the fallback.
