See the answer from ChrisJ. But note that you don’t “move” photos to iCloud, you “sync” photos to iCloud, and they will always remain in sync with your phone, so if you delete photos from your phone they will also be deleted from iCloud.
I have 1% used in iCloud.
and 1 thousand plus photos that won’t sync into iCloud.
Go to Settings/(your name)/iCloud and turn on Photos. What happens? 1,000 photos will require about 5GB of iCloud storage. If you only have the free 5GB they won’t all fit.
