I got a phone, and it has an activation lock I don't remember the person I bought it from, but I don't Know how to remove can someone help.

Only the person who set up the lock can remove it. If you have no contact with that person, then the phone is useless to you. Since you can’t return it for a refund, your only option is to recycle it.
