cannot move apps to dock bar, they just bounce back where they were.
One day all 4 apps in my dock bar were gone, and attempts to move them back fail, they just bounce back to where they were.

As a first step, try a forced-restart of your iPad - as so doing will often resolve an isolated software issue:
- On an iPad with a Home button:Â Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
- On other iPad models:Â Press and quickly release the volume up button, press and quickly release the volume down button, then press and hold the top button. When the Apple logo appears, release the button.
