iPhone 8, iOS 15
You can only add photos from the curated selection suggested by the memory. You can just make the photo longer or shorter based on the set of suggested photos. The memories have been changed considerably with iOS 15 and some of the editing options we had earlier have been dropped.
You would have to recreate the memory from an album, if you want to add photos that have not been suggested for the Memory, as explained in the paragraph "Create your own memories" of: Use Memories in Photos on your iPhone, iPad, or iPod touch - Apple Support

I prefer the previous version too. I miss the video editing tools and the ability to view a memory without background music.
But if you look at the new key features of improvements in iOS 15, most of the Photos features are about the Memories: iOS 15 - Features - Apple; unfortunately we have lost a lot as well.

Shared with You
The Shared with You section in the For You tab allows you to view photos and videos that have been shared with you in Messages. Save a photo to your library or respond to the sender in Messages.
