Can I get my photos back from my stolen iPhone if they weren't backed up to iCloud?
If I can se my stolen device in find my but I never did an iCloud backup, is there a way I can get my photos back

No not without a backup, if you synced them to the cloud then you can log on www.icloud.com and view them and put them on your new phone by turning on photos in icloud settings.
