To try to get iPod Shuffle working again, try this:

Unplug your device from everything.

Turn off your iPod with its power switch. (If you see green by the switch, your iPod is on.)

Wait for 10 seconds, and turn on your iPod again.

You can find these and additional steps in If your iPod won't turn on or seems frozen.

Based on the following article, Check the status light and battery charge on your iPod shuffle, For an iPod shuffle (2nd generation) it looks like the orange light means the battery is between 10%-30% charge. 

You can attempt to restore your iPod, reinstalling the operating system via a computer. Does your iPod show in iTunes/Finder?
