I can change the default font and font size in Textedit and it works as expected, but only until I insert an image into the text - then it changes the font size back to 12pt. That's probably not intended behaviour, is it?

It may or may not work better if the one changes the format to " Rich Text " from image in you posting
FWIW, as a workaround, you should be able to enter all your text then insert images afterwards.
