I thought through the years that iCloud was storing my photos, but as I accessed tonight, they are nowhere to be found? I am heartbroken at the thought of this loss of deeply important memories. Please can you help me?

iCloud Photos must be enabled if photos are to be saved and synced. Try going to https://icloud.com - sign in with your Apple ID and go to Photos. If your photos are stored in iCloud, then you can see them all there.
