macos monterey security popups wont alow me to click ok/ignore/cancel/report

So I just made the jump to Monterey from Catalina. I keep getting OS-level security popups and alerts. Like I was installing some software and the associated PCIe card needed to have a firmware update. That kind of thing. The problem is that I can click on any button (ok/ignore/cancel/report) and nothing happens, and the pop up window wont go away until I RESTART. Also the associated process (firmware, install, unzip, etc.) wont complete. So far i have at least been able to restart enough to work around it, but the windows keep popping up and I cant get them to go away. This began immediately after installing Monterey..

No doubt you are aware of certain Technical aspect directly related to Monterey ? Unlike other pervious version of macOS, Apple seems to have made the Walled Garden of Eden a bit higher ( humour here )


Do not know if below is germane to this computer issue ?


There are reports appearing on the ASC Forums regarding failed installation of Monterey on older Qualifying Apple Computers. In most cases this is related to having a NON Apple Original Internal Drive ?  


The EFI Boot ROM included in Monterey is verifying for Original Apple Drive and if not found , may Balk or fail to upgrade to Monterey. 


Reports indicate the EFI BOOT ROM is Required to Flash the Computer and is a  requirement for a Successful Monterey Installation.

na this is a stock rackmount pro so no non-apple drives involved. Currently cant update a piece of software because a popup shows up when I double click the installer that says: :


"Installer" would like to access files on a removable volume.


There are two buttons.. "Don't Allow" and "OK" ... neither of which do anything and the installer itself rainbow wheels and cant begin the install. I can force quit the installer, and even relaunch the finder but that popup wont go away until i restart. It seems to be an OS-level window unassociated with the Finder so I am lost to try and kill the process in Activity Monitor or through force quitting. Very frustrating
