Why is the orange dot on, with the microphone off and I am not making a call?

One of the apps that you have given access to your Microphone is open. Please close the app.

Orange dot While on a call with the orange dot showing, I cannot be heard by the other person intermittently. So far I have understood that the dot is normal when using the cell phone. So I guess there is something wrong with the cell network or is another app taking over the mic? Any help would be appreciated.
